No, they were not.
Peace is useless if it is forced upon a population. The only way for true peace to exist is for individuals to demand it and sacrifice to keep it. Jacen is no more justified than Mao or Stalin. Peace through collectivism is a crock.

and its not really peace if it is forced upon
and its really hard to find an argument that works saying that Jacen's actions brought peace
what ended up happening was not what he wanted at all
