Leia was elected Senator in when she was 18, making it 1 BBY (or 2 BBY, depending on where her birthday falls in relation to the election or swearing in of the new Senate). This places her election as immediately or shortly after the events of TFU. Unless Alderaan gets two senators, this means that Bail must have left the Senate during this time. Perhaps the events of TFU caused Bail to resign or refuse to seek re-election. We know Alderaan had Coruscant-level planetary shields, and we can reasonably estimate that a majority of the House of Organa was opposed to the Empire. It would thus be possible for Bail to turtle up in his palace on Alderaan without fear of arrest. The Empire, should they hope to apprehend him on Alderaan, would probably have to invade, a step that they were unwilling or unable to take until the Death Star was completed or the Senate disbanded.
