For an animation style like this the level of distinctive detail on the face isn't that high. They have a smooth look. But while moving, they could do many wonderful things and I think you'll find that they'll certainly be expressive. In a still image however, like the ones above, it's much harder to show a level of expression anywhere close to that of a human's — we are a million times more detailed.
I agree. We need more than 5 seconds of expression to make a fair judgment. I also like this "painted" (best word I can come up with) look they went with. Rather than the general CGI look, it makes the models look like they were hand painted with water colors. It makes the characters look a little rough around the edges and more realistic, and that's something I like.

Well I guess on a TV budget there isn't enough time for an animator to do wider range of facial expressions. You know facial expressions like alot of cartoons characters have. They don't have to have facial expressions like live action actors. They are cartoon characters and their expressions are limited for even cartoons. But it's like I'm looking at Team America or Thunderbirds marionettes.

WildeZc, where did you get that image of Palpatine from in the top right corner? I don't remember seeing it before . . .

No, you wouldn't have seen it before, because I actually made it myself.
