Is the protocol droid in the tower fortress, where Jabba's son is being held, 4-LOM the bounty hunter droid seen in The Empire Strikes Back?

Nope, he is 4A-7, a predecessor to teh RA-7 protocol droid seen in ANH aboard the sandcrawler and Death Star.
A nice connection is that many of those RA droids were used by the ISB to spy on Imperial officers for acts of disloyalty, and here we have 4A-7 essentially acting as a spy on the Republic forces on Teth.

How could he be in ESB when he was destroyed in TCW. I know you can repair a droid, but would anyone really go up there just to grab a broken droid?

3PO was a main character, he actually had a purpose.
This droid had served his purpose- poor comic relief. I don't even know how they got up there in the first place. Did that droid jump on one of those bird thingys.

It was called a spice freighter, but had meds aboard for a Huttling. My assumption was it was going to be used to take Rotta from Teth to Tatooine, under the disguise of a spice freighter delivering a shipment to Jabba.
