Remember, Mace distrusts him, Yoda is uncertain about him, and some of the background books like "Jedi vs Sith" suggest that he had a very "cloudy" reputation with many of the other senior Jedi too. He could have well fulfilled all the technical requirements for mastery, but the Council would still not want to grant it.

I don't think she is going to be killed by Dooku or Ventress. I think she is only test for Anakin - - a test by the council. And once he gets attached to her, I think they're planning on taking her away from him. Possibly to her real master. Not only does this give an open-ended option to continue with Ahsoka stories. It is also kid friendly. Lastly. this will add to the feeling Anakin gets that the Jedi do not trust him and are holding him back. Them taking her away from him to test him may add to feelings of hatred he eventually gets. Just a theory.
