I really don't see any concept working better in this timeframe than a "Seeds of Rebellion" storyline. You can start small, with some ragtag group facing the imps and other scum, and slowly, season by season, it builds into full-fledged Rebellion. You can easily add bounty hunters either hunting these outlaws or being hired by them, you can get snubfighter encounters, bar brawls, everything. And if some escaping Jedi does show up, he would naturally ally himself with this group (until he gets swiftly snuffed).

Part of the reason Star Wars is so popular is that it speaks to so many different people on plenty of different levels. It would also help show how far the Jedi have fallen.

Any surviving Jedi can still call themselves as such, even if they've done nothing but drink themselves silly since Order 66. It's not like anyone went around confiscating their membership cards. He'd given up the old ways, there'd be no reason to do anything about him.
