Storm trooper costumes should trigger 'Matched Third Party Content' like music does on Youtube.

Youtube will notify 'third party violations' for stolen music - they should do the same for such an obvious costume.

Anyone with a video camera can get a storm trooper outfit and 'make' a star wars video - is this even fair?

It's 100% in the star wars universe with 100% star wars troopers, so why is that ok?
if they put it to a Justin Beiber song they would have to pay royalties for the music (or the video would be taken down) but there are no such royalties or restrictions for the use of the storm trooper costumes?

Costuming is something that has never really been restricted (IIRC). Anyone with the money and motivation can make (or buy) a Stormtrooper costume. Or Jedi Robes. Or Imperial Guard armor. Or Mando armor. So on and so forth.

And comparing it to music is a bit of a non-starter. Musical artists have always been more strict about people using (or abusing) their material. Which they are within their rights to do...people uploading music to YouTube and such is taking money from album sales.

Sticking someone in a Stormtrooper costume doing things a ST wouldn't do isn't hurting SW sales any. Probably helping matters really, since it gets publicity.
