That means Palps would have also had to bank on Anakin having visions about Shmi. And also the timing of his rescue attempt. Had Anakin left a day or two earlier he would have save his mother. This line of thinking doesn't really make sense.

AoTC novel pages 264 to 265:

It was more than a desire to inflict pain, Shmi realised, though she didn't speak their croaking language. This was the Tusken way of measuring their enemies, and from the nods and the tone of their voices, she realized that her resilience had impressed them.

They didn't know that her resilience was wrought of a mother's love. Without the memories of Annie and the hope that he would feel her love for him, she would surely have given up long ago and allowed herself to die.

It's possible that, whenever he discovered her (past a certain point) she'd have died shortly after, either in the tent or on the way back.

Yeah, Anakin would have had to show up two or three weeks earlier at least. He had been having visions about her since she was kidnapped. But I still don't think Palpatine had anything to do with it.

Yes. The Emperor was far too wise and cunning to let that be his only Ace in the hole.

I think the most interesting scenario would be this one:

Anakin Skywalker has the premonition. The Jedi still tell him not to go, but he goes anyway. When he goes, he is just in time to stop her abduction, rape, and torture by the Tusken Raiders. He saves her because he listened to the Force.

Thereafter, Anakin has the same sort of predominations about Amidala. He knows that he has the power to change things, but he is not sure how. Palpatine reacts to his fears and...

Still is able to turn him to the Dark Side.

I think the key is that Anakin must trust in his premonitions. If his premonitions constantly failed him, for instance, Palpatine could not sufficiently seduce him to the Dark Side by the hope that Amidala would be saved. He would have to give him something far, far more tangible as proof of this.

If Anakin's mother was still there, having barely survived, Padme and Anakin wouldn't leave Tatioone to go after Obi-Wan at all. And the other Jedi wouldn't get there in time and Obi-Wan would be dead. That would surely be the fuel Anakin needs to hate Dooku even more then he did in ROTS. Palpatine would have another angle.
