Is having a plan a sign of a bad leader or just a sign

that a candidate is on the ropes?

We have many people thruout history as candidates state they will do this precisely as a plan to try to differentiate themselves from their fellow candidates but it ultimately fails.

Is it because they are a bad leader or just on the ropes with the campaign and are trying to throw a hail mary pass to win?

We have the Flat Tax from Steve Forbes, the 999 plan from Herman Caine.

Are genuine political leaders more fluid with their decisions and make the decision to not support any one plan as to not paint themselves into a corner?

Or does a good leader make a promise instead of a plan so as to not guarantee success down the road in case of bad luck or bad circumstances.

 

This. When you're running a country "sticking to your guns" is potentially disastrous unless you're literally smarter than everyone on Earth.
