I'm well aware that much of Washington is rather dry, due, I believe, to the Cascades.

However, I don't find that as funny as playing off the outsider view of Washingon as somewhere it always rains.

Its been intended to be fairly tongue-in-cheek

 

Easier explanation is that Mike doesn't have a sense of humor.

Or that I am generally a literal person unless you know me as a good friend, I like to take things a face value

Oh and yes you are correct the main reason for lack of rain is due to the cascade mountains blocking much of the moisture laden clouds. Generally if we get rain is comes up from oregon or down from Canada
