It'll be not long after he arrives on Tatooine after Order 66, so he'll still have both arms. Much easier to interact with other characters when they're not enemies.

 

But it's post Order 66 right? That'll be good for the Tholme angle. But poor Ben will remember lopping off A'shared's arm
