Actually, it is. Being lightsided, it is not the same power as the EU's "Sith spirits", which is why the quote refers to "similar techniques", not the same technique. Qui-Gon explains in the ROTS novel/script that Sith don't do it. Sith spirits tend to be bound to specific objects or locations while this is not true for Force ghosts.

Why was that tree cave haunted in the Empire Strikes Back? Was it haunted from an ancient sith that was there? Why didn't Sideous know about his own sith history? Sideous could have went there or found a way to communicate to the ancient sith to discover Yoda & Luke. Perhaps Sideous did know & allowed it to happen for reasons that we will not find out until later films.

We followed Bane through the process of trying to create a holocron; we saw the circumstances of his death. At no point did he attach himself to his holocron or essence transfer into his holocron; he died attempting to essence transfer into Zannah, and his holocron was mostly not even in his possession after the point when he learned essence transfer.
