Well that sure limits the options. I can't really see an argument for Grievous being annoying. Incompetent, yes. For me, my choice would be the Battle Droids, but strictly from Revenge of the Sith.

I'd go with Anakin over Jar Jar due to screen time.

I'll have to jump on the bandwagon and say jar Jar, but actor wise Jake Lloyd is worse.

The kid just won't stop complaining. It's just never enough for him.
As for Jar Jar, I think we are all aware of why he's annoying.

 

For some reason, the I don't care what universe you're from, that's gotta hurt comment reminded me way too much of an ESPN newscaster and completely took me out of the movie for a minute or two.

EDIT:

To be completely honest, now I do not find Jar Jar Binks to be that annoying. Maybe it's because I am way past my I really dislike the prequels phase. I don't know.
