You have to sleep with the GSAs. It's not a very fashionable method, eh? 
LOL, seriously though, when an RSA steps down, they give a list of people they would reccomend replacing them to the other RSAs. Those people are interviewed and whomever the RSA/GSAs think would be best for the job is chosen.
But Bribery works as well.
