I was going to make one (I sort of have a few designs in my head) but October was a crazy month (especially with my computer dying and having to be rebuilt). I might still submit something, but depends how busy this month turns out to be...

I have a some what random request before I actually start making my banner, I was wondering if I coudl get some images of people from your fan forces at events or meetings to use in the banner...

I know I could have one done by the end of the weekend, Monday at the latest, but not tonight.
That being said, I've got the backgrounds done, now to add text, the sidebar/curve and a few thematic elements to spruce it up...
EDIT: If no one else has submitted a banner that meets official standards, I'll continue working on this one. I don't need VIP status or a title, just want to get this thing done.

I'm working on one too. Just need to fix a few things, finish the sidebar, and do the stupid curve. 
It wouldn't hurt to have two if both of ours turn out awesome.

I haven't even had a chance to look at starting one between college courses and my full time job, plus holiday stuff (mainly our food drive tomorrow) I have had squat for spare time to do such.
