I agree that Coruscant looks best at night. Palpatine has emergency powers and now an army at his disposal. Well another army that is.
I liked how Jar Jar Binks ended up playing such a key part in the Republics downfall. It felt like justification for him being shoved down our throats in TPM. At least his character ended up doing something significant. Perfect that is was a bad deed.
One thing I dislike about this scene are the Senators. Why did we need another Quarren Senator? Tikkes is at the separatist meeting so they give us Tundra Dowmeia. Po Nudo the Aqualish is at the CIS meeting so they give us Gorothin Vagger. It's redundant, retarded, etc. Even the shot of the Rodians again wasn't needed. There are thousands of pods. New aliens wouldn't hurt. Or at least if you're going to show the same old, make them not of the same species as the separatist Senators. For variety.

Agreed.
What I don't understand is, if those worlds have left the Republic, how come they still have a representative in the Senate? Now we see a Quarren Senator in the Senate, and a Quarren Separatist in the Separatist meeting.

Awesome, awesome scene. Ian proves how good of an actor he is. And Palpatine proves how good of an actor he is.

I agree with HLAS, I wanted to see a variety of aliens damnit! Anyway, Jar-Jar finally does something important & I'm glad Lucas lets Jar-Jar be the one who gives Palpatine what he wants. Ian again is fantastic, especially with "I love democracy, I love the Republic". Courscant again looks great at night & the Jedi are on their way to get some business finished.

Well, overall it was a great scene. But two things concern me:
1) Jar Jar saying "Dellow Fellagetes" in what is supposed to be a professional and respectable setting, the Galactic Senate.
and
2) It just doesn't seem clear to me if the Senator's are supposed to vote the Chancellor Emeregency Powers or if he just says "Okay, somebody suggests it, now I'm gonna take them." Aren't people saying "Vote now in the background," yet there is no vote. Palpatine proceeds to take use of powers that haven't even been granted him immediately.

There's a difference.
If your planet formally declared that it was a member of the rebellion in ANH, your planet would be invaded. Thus Senator Leia Organa was still a member of the Imperial Senate. But in ANH, she was fingered out as being part of the rebel alliance and a traitor to the Empire. We saw what they did to her world.
With AOTC, they were separatists. When their planets left the Republic, they lost representation in the senate. But they were not invaded or threatened. The point about the two Quarrens is that visually, people see Tikkes and they say, his world left the republic. They see Tundra Dowmeia and say "I thought he was a separatist." They don't think "Oh he must be repesenting the Quarren colony world of Oooba Dooba Prime." Out of the thousands of pods, it would be have been easiest to just show another alien race and visually better.
Thankfully for ROTS, Tundra Dowmeia is in and Tikkes is not to prevent confusion. There was alot of doubles going around in AOTC. Something Lucas decided to remedy for ROTS. No Adi Gallia and Stass Allie. Just Stass Allie. No Gorothin Vagger and Po Nudo. Just Po Nudo.

I also think Yoda looks fantastic in this scene. Yodas CGI quality kind of changes throughout the movie (at least I think so), and this here is one of the best I think. I really, really buy that he is actually there. Fantastic job!
Agreed. I think the lighting is the biggest factor, and in this scene, he looks absolutely perfect.
One thing bugs me about this scene: when we see clapping but don't hear it. IIRC, there's a shot towards the end where the camera pulls back and you can see nearly everyone in the Senate clapping but you don't hear it at all.

Im just wondering is there more to the Story than we are lead to believe.
Tundra Dowmeia (Quarren) is in, represented in the Galactic Senate. While Tikkes of the CIS is not in ROTS.
While Gorothin Vagger (Aquilae) is out, but I understand he’s supporting the Republic. Meanwhile, Pon Nudo is in represented as member of the CIS.
Out of the thousands of pods, it would be have been easiest to just show another alien race and visually better.
I think its interesting that since Tikkes is with the CIS now, it can be considered that even within one world there are dissenters - Much like the human race, of which humans do belong to other worlds as well, not just Alderaan, Naboo, etc.
Something Lucas decided to remedy for ROTS.

Exactly, and it's my one issue with the scene. I wish the movie had shown the other senators voting this proposal in; Jar Jar takes a lot of flack for this and people assume he actually gives Palps the emergency powers. He proposes it to the senate, and the majority of the senate votes it in. It was explained much better in the novel, and it's one of my few knocks on the movie.

It tells us EXACTLY what we need to know... The Jedi are watching the downfal of the Republic, and are not aware, The common man, represented by Jar Jar Binks, suggest that Palpatine be given emergency powers. With a cheering senate background. Palpatine "reluctently accepts"
The best way to look at the scene, is that Palpatine was doing an "pre-acceptiance" speach. Re-assuring senators that he realy doesn't want the power, and that he was just going to do it temporarily.
It was more imporant to keep the pacing of the film, than to slow it down with a vote.

It's a great scene, such a great set up for what's to come. I love Palpatine's over the top sincerity.
