In terms of most villainous villain, I would go with Palps any day.
But the wording here is favorite.... in that case, I'd have to go with Nute Gunray.

That's right, I voted Darth Maul. blicknasty voted Darth Maul. You want to know why? Because he was the scariest looking villan, he kills Qui-Gon Jinn, perhaps one of the most important Jedi in the entire saga. (He is the first Jedi who beigns to conceptualize a new way of looking at the force, hence the shift from 'medichlorians to luminous beings are we not the crude form" Think about that homies.

Gotta go with Count Dooku, sophisticated, evil, powerful. Seeing him fight with a lightsaber is so amazing and elegant. Great portryal by Lee.
Honourable Mentions go to Fett, GG, and Gunray.

Hey, what about Asajj Ventress and Durge???
Here's my opinions about all the baddies of the Prequels:
SITH
Darth Maul
Maul was hands down the most bad@$$ villian of the movies. This guy had nothing to say; he was only there to fight. He was the fastest swordsman in the movies, and killed Qui-gon Jinn. Talk about sweet.
Darth Tyrannus/Count Dooku
Dooku is said to be an expert swordsman. We see his unique style, and the fact that he owns the Jedi in AOTC. Dooku's ability wasn't what made him interesting though, that was his character. He had beliefs, and he was a classic sorta guy. That's why he's awesome.
Darth Vader
What makes Anakin's character at this point so interesting is that he's conflicted, and he's going through feelings we can relate too. His change of character is so dramatic and unexpected in ways that it makes you want to see what he's going to do next.
Darth Vader in suit
For what we saw of him in ROTS, he did not live up to the CT Vader. Of course, the "Noooooooo!" was terrible.
Darth Sidious/Palpatine
Sidious is the mastermind of all masterminds. Though how he came to assume the two identities he has is unclear and questionable, what he does with them is what 'wows' us. Sidious actually rises both identies to a level of power that he controls both sides, basically fighting himself. His utter villiany in killing four Jedi and declaring hundreds of more deaths makes him the ultimate evil of the PT universe.
BOUNTY HUNTERS
Jango Fett
Jango surpassed the CT Boba by far. Unlike Boba, Jango showed off skill and character, two things that Boba lacked in the CT. Jango shows that the bad guys are really trying to do the right thing, even though their idea of right differs from what the heroes believe is right.
Boba Fett
There wasn't quite enough to go by in AOTC to makes this kid one of the best bad guys. Sure he laughed at the idea of Obi-wan dying, and did try to shoot him. We can see that the impression Jango left was that Boba would have to grow up to be evil, but without Jango's guidance, Boba wouldn't be doing things for the right reasons.
Aurra Sing
A cool looking extra turned villian. Not much to say about her. Her dipiction in the comics is fairly cool though, and you can tell that she is an evil bounty hunter.
Zam Wessell
Whether or not she is actually evil is unclear. We can feel some sympathy for her because she's essentially betrayed. Though he revertion back to changling was a bit over the top, but still interesting.
SEPARATISTS
General Grievous
Grievous was a humorous villian, with whom you never knew what to expect. From jumping out a window, to pulling out four sabers, to running away like a spider on all four arms, he kept on coming with the surprises. Of course fighting with four sabers was hard to film, and unfortunately it did not last long. Sadly, he didn't have enough screen time to be fully developed.
Nute Gunray
Despite his cowardly attitude, Nute was fun to watch each time he appeared. His appearance in AOTC came with a sall surprise, and by the time he was killed in ROTS you felt sorry for him.
Passel Argente
Cool looking guy.
Poggle the Lesser
A giant termite; his different appearance from the other Geonosians was neat.
Shu Mai
Eh... kinda dull and not too interesting to look at.
Cat Miin
See above.
Po Nudo
Nice to see an old species renewed from the CT. I don't remember him from AOTC, and seeing him in ROTS was a surprise, though I've been told he was in AOTC.
Rune Haako
He constantly had a different appearance, so going off his TPM appearance, he is interesting to see because he gives Nute information that's constantly turning the tables or shining light on situations.
Wat Tambor
Cool looking guy, and sorta comical with having to change the dials on his suit constantly.
San Hill
Pitiful character from the cartoons, but he looks cool.
EU (Clone Wars)(Semi-Canon)
Clone Wars General Grievous
I liked this Grievous more than the Grievous in the movie. He ownes the Jedi in this. No one can match him, except Mace who takes a cheap shot at his guts. I also like his voice more (Season 2, not Season 1) than in ROTS. His presence is much stronger, and his ability is better. Also, his white body and white cloak give a whole new look to the villians, unlike the cliche black outfit Sith wear and like the cape which he gets in ROTS.
Asajj Ventress
Lame. In the comics she's alright, even though she ends up being a good person. In the Clone Wars she's a little brat who serves no purpose other than to fight Anakin.
Durge
It's nice to see someone with a large assortment of weapons, though in the two episodes he's in, he only pulls them out for a second before Obi-wan destroys them. It was cool that he is able to put himself back together, but it became a little much by the end. I also think it was a bit cliche to give him a jetpack.
Other
Sebulba
He was cool, because even though he was strong for his size, Sebulba was talented and cunning. Even if he cheated in the races, he knew how to some out on top. He's one of the few villians in Star Wars who is a villian not because of his beliefs or because he wants power, but he's got an image/reputation to maintain.
Watto
Watto can be considered a good guy and a bad guy, which makes him interesting. He's in it all for the business, but he still has a heart and loves Anakin sort of like a son.
OOM-9
There wasn't enough of this character, but it was cool to see a battle droid as a villian. The EU goes into more depth on his character, as one-dimensional as it may be.

Maul, just for the fact that Dooku's character made Yoda look less powerful. When it's all said and done, Yoda ends up looking like the reason the Sith took over.
1. Loses Dooku
2. Loses Anakin
3. Everything's always clouded to him
Ep.5 makes Yoda look like the biggest badass in the galaxy, but the first 3 make him look like a chump.
I wish they would have had a Maul/Dooku mix that wasn't a previous jedi that lasted through the first 3 until Sidious was ready to let him go and take on Anakin. I think that would have been better.

I went with Grievous.
I love them all though, so I just thought I'd toss Grievous a bone.
Maul: Yeah, he's a badass, but that's about it really
Gunray: I love his Saturday Morning Cartoon feel. The villain that get's away to fight another day. What a sad way to go for such a goofy guy.
Tyranus: Lee could be dancing around in a banana suit singing the peanut butter jelly time jingle and he'd still bring an air of reformity and gentiel to the part. He's charismatic and... I dunno. Lee just rules.
Jango: I loves me some Tem Morrison in a non-homosexual way.
Vaderkin: Well, I blather on enough about this guy.
Palpatine: What's not to like?
Grievous: I love his take. I like that not every guy is a badass. It's sooo overdone. I love that he tries to be, but just utterly fails with Kenobi... until the fight on the hidden platform.

Well, Sids is obviously the best villain - his impact on the saga is unparallelled.
My personal favourite, though, is Dooku. I found him to be an intriguing character - intelligent, articulate, powerful, interesting and impressive.
