Character? I'd say Obi-Wan Kenobi. I think he looks & does his best in AOTC
Scene? hard to say. I love that little part when all the Jedi charge the droids. It's spectacular! And the scene where Anakin steals a kiss from Padme is nice too. I wasn't super impressed with the lightsaber duels in AOTC, which is what I like most about Star Wars. But the Yoda vs Dooku was pretty intresting.

I personally love the speeder chase! The whole room must be silent for the duration of that scene when I am present. 
I also love any and all lightsaber duels...
And I really cannot resist the acklay... The droids were hilarious.

And all my friends say shirtless Anakin was the best part... I don't particularly agree though...

As a comitted AOTC disparager, I have to say my favorite part was the end credits. This film is by far my #6 on the list.
I will give a nod to the fellow who brought up the sonic charges, that's one of the coolest sound effects in the history of cinema. Ranks right up there with the sound of the Pulse Rifles in Aliens for me.
The whole Asteroid chase was primo SW eye-gasm. I too enjoyed OB1's "sidequest", I think it added a great deal to the "sly fox" persona of Ben. I thought the consultation of the Younglings cheapened it a bit, but I get why Lucas did it, "out of the mouths of babes" and all.
O.K. here's my really for real "One Thing": Lucas made the bumbling idiot Jar-Jar Binks the instrument of the Republic's demise. The fact that HE of all "people" in the galaxy made the motion for "Emergency Powers" just gladdened my heart and justified his existence at all in the SW pantheon for me. Only a complete tool would have done that, and Jar-Jar had all of TPM to show us just how many gadgets his swiss army knife had.

Both of those were excellent scenes, but of the two the arena battle is my favorite. It's a great shot of them all running into the droid army.

Anakin's confession to Padme is brilliant, but I have to go with Obi-Wan versus Jango Fett. It's the first time we really see that a Jedi can be countered by a non-Force user very effectively.

I love this movie, so there are many, but narrowing it down:
-The speeder chase. Pure fun action.
-Anakin's crazy face when the music starts revving up, right before he goes off on all the Tuskans.
-Obi-Wan vs Jango, take one! One of the few (and the best, IMO) times you se a Jedi fighting without a lightsabre. Actually, fighting without a weapon at all.
-The seismic charges. They're just neat. The sound effect is amazing.
-Anakin/Obi-Wan/Yoda vs Dooku. Though I would have liked to see the full sequences of Anakin and Obi-Wan vs Dooku and leave Yoda out.

i think what we have failed to mention is a new peak in Digital effects the wind got knocked out of me when for the first time i glimpsed at the army of clones coming from a gray backdrop on camino

syphadias seeing into the"plan" created a grand clone
army to fight for the jedi and the republic Duku killed
brave jedi master syphadias and integrated order 66
