I think it's a myth that "GL and others have been adamant". A portion of the fan base has been adamant in disputing what was revealed in Insider. Pablo made a statement about the issue, but if you break the statement down it actually says nothing. Then you have GL's supposed comments to Ian during filming, and GL's editing of the ROTS novel. Also the EU, including current post-ROTS EU, has a stance, and one could argue that the EU's stance has Lucasfilm's approval in some sense.

There was an interview where he said that we finally got to see how Palps had looked all along... but hasn't GL and others been adamant that the lightening changed his appearance? I always view it that he really did look that way and had been masking it (which I agree would be hard to do... so I think of it more as the REAL Palpatine finally came forth from within vs. the fact that he fooled everyone all that time with a fake appearance).
As for how he looks... I think he looks rather fat after his fight with Mace... his neck is huge. Obviously it's the make-up appliance. However, what's odd is that's exactly how he looks in the cut-in in the new edition of ESB which is really just months before we see him next in ROTJ. Those two appearances are quite dissimilar for such a short span of time.
That said... I love the nasty saggy rotten look he's got in ROTJ. He just drips venom.
Lol. Yeah, he is just DRIPPING with venom in RotJ. Lol.
