He could not even forsee his future, he shouldve at least built the academy to continue the sith teachings, and to have a succesor, if the same ending were to happen, a new Sith would take his place.

He already had two possible endings.
One with Luke and Vader as the back up.
And perhaps finding the secret to eternal life - he was looking for that.

I don't see what this has to do with him rebuilding the Academy.
He knew things were not set in stone (Vader on Mustafar)
He had his bases covered but was delivered a shocking defeat.

Neither did the Jedi and look what happened to them. And Sidious knows the future is always in motion. How do you think he destroyed the Jedi and brought about the rise of the Empire? He planned for every eventuallity.
This isn't KOTOR and Sidious isn't Darth Revan. Why should he build a Sith Academy when he has Vader as an apprentice? By the time of ROTJ, Vader was the last thing Sidious was worried about. He was too overconfident in his belief that Luke would join him and strike down his father. In Palpatine's mind, there was always an apprentice waiting; Luke or Vader. Sidious wasn't about to build an Academy with hundreds of Sith to threaten his power. Do you think Palpatine is that stupid as to blindly build an academy that could rise up against him?

He had no problems with it, until he figured out that Carnor Jax tainted his clone bodies and genetic samples. He failed to keep any pure genetic samples of his body stashed away in case something like that happened. Palps was too overconfident for his own good.
