As mentioned, there are a couple of reasons that they did not open fire. One, Panaka is at the front and is completely taken back by Maul's appearance in the doorway. (Look at his eyes as jumps back) Two, Panaka and the crew had just watched the Jedi handle blaster shots from the droids when they made their way inside.
Not to mention that Panaka watched Jinn get pushed to the brink on Tatooine, he knew that dude in the doorway was way out of his league.
I think SSS nailed it. Panaka and the other Naboo guards knew there was no way for them to get passed Maul and the Jedi stepped forward almost right away. I think the delay (in terms of firing) came from the initial shock of seeing Maul there in the first place. They had just survived a larger shoot out in the hangar only to come to realize that a deadlier foe remained. I think this caused to momentary lapse until the Jedi stepped forward.

Goodness. I'm out of it for a little while and this place has gotten too serious. OK, well if not a plot hole then a completely absurd decision by Qui-Gon to so arrogantly assume that he could beat Darth Maul. As I've said before, Qui-Gon has been the source of much of the problems in the films. I'm too tired to go down the list, but you guys probably know to what I'm referring.

I don't think he actually assumed he could beat Darth Maul, but the Guards certainly couldn't. "We'll handle this" translates into, "We're the only ones he CAN handle this."

Perhaps the issue is, what was lost in translation. Qui Gon was speaking basic and I just found this online-GFFA-Translator, here's what Jinn really said:
