"Interdiction Senator? They don't have authority to search all or to search randomly every ship that comes there way or even a quarter. They need probable cause! Patrols might work against pirates but once more, the vast majority of smugglers will get through because you can't detain and search without that probable cause. And contrary to what your side have mentioned in this bill, in SR 2 I was not practising any form of bigotry, I was for the bill that would have let this battle group make a difference. But since it can't then I question why? Answering distress calls is good and all but that could have been done by a detached task force of another fleet! Anti-smuggler activities? Care to name them Mr. Lin?"

The Vice Chancellor was fumbling for words now. It should have been clear to anyone in the Senate he didn't have the correct answers - or enough of them.

Lin directed a comment at Tak. "I believe that answers your point too, Senator. My population wants this hyperlane. The Hutt's want this hyperlane. Everyone on it is for the hyperlane.

And then it was onto Azervado with another inadequate comment. "How? By way of any normal means. Patrols, answering distress calls, interdiction, anti-smuggler activities. Like the NRDF does on every hyperlane we have, Senator."

"Vice Chancellor, I never said some weren't for your proposal. I agree, your world does stand to make money off this hyperlane. The poor of your world may in fact see some improvement in their paychecks. Of course, the minority of your world will see huge profits from this, while the poor may receive a few extra scraps at the dinner table. I wonder when all the crime and smuggling impacts your world, will the poor still think it was all worth the extra few credits?

"As to the Hutts, oh they definitely want this hyperlane, I agree with you again, Vice Chancellor. They are very eager to get better access to our children to addict them to spice - and maybe to sell them into slavery too? What you're proposing is absolutely on the Hutt's agenda. They get to cut their expenses on their illegal activities and get to make out like bandits and pay some people in the Republic, not naming any names," he scowled at the Vice Chancellor's booth, then turned slowly toward Natal, "a pretty credit or two for their services in bringing them such a fine hyperlane.

"Vice Chancellor, you have still, yet to tell us about this battle group's effectiveness. During the spice control debate, I was barraged with Senators telling me the Republic Navy just wasn't doing its job well enough which was why the added search and seizure laws were necessary. So now you're trying to ensure us of your battle group's abilities, directly on the back of the fact that they're not doing so good of a job now.

"I agree, your battle fleet will be able to effectively answer distress calls. How many of them will be diversions, we may never know. I agree, your battle fleet will be able to patrol for piracy - this hyperlane will be totally pirate free, I am certain of that.

"And yet, Vice Chancellor, your battle fleet will not be able to read minds, unless that's something you're going to add in to their capabilities? No, they will not be able to read minds, and so long as the smugglers act nice and don't try to attack each other, which by the way, was my point about the Hutts having new reason to ally with each other, to protect the hyperlane and their smuggling use of it, then your battle group will float there, helpless as the vast majority of smugglers pass them by.

"So you see, anyone who's listening and not on the payroll of big business, or bound by political favors, crime will undoubtedly rise dramatically with this hyperlane. Vote for this bill, and you vote for the Hutts, crime and slavery."


Tak was finished with this debate. Voting time would begin soon and all those who had been bought and sold severely outweighed those who would vote against it. Even some in his own party were for this bill - Tak only hoped his arguments about the rise in crime could sway Lucra and Bastra's opinions. This was after all supposed to be the party that looked out for the poor in all things.

Tak's computer was still broken, he wouldn't be able to vote even though he wanted to.

"Statement: Master, allow me to retrieve my sniper rifle; I can pick off the Vice Chancellor from a secret vantage point and no one will suspect. Theory: It may make the others in support of this bill... rethink their objectives."

Somehow, Tak knew HL was grinning, even though the construction wouldn't allow for any mouth movement. He grinning too at the thought. "You're not pushing me over to the Dark Side, HL," he responded instead. "I know you just love trying, but it's not going to work. No one is going to die."

Azervado stood, not to address a single senator but all of them if only briefly. "Can you not see my fellow senators? They fumble for words and half truths that would make this bill seem good and just, but that's just it, it isn't. The negatives extend beyond increased crimerates and spice addiction. This new hyperlane will take away money frim many, many other worlds in the republic, many of which you represent! It will also spoil several pristine worlds as well! Yet the worst reason is the one me and my fellows are so firmly against it. It WILL give the Hutts a direct route to our worlds, our neighborhoods, our homes! Think of your people when you vote on this bill, and how it will impact them! I am not against peace with the hutts, but let them show through actions rather then words! Let them follow the law instead of going against it! Then perhaps we shall extend an existing lane to them, not spend trillions of credits for them when they have not given us a sign! Their word should mean nothing after the past tens of thousands of years, actions not words! I say again think of your people!"

The comm. Screen bleeped, and a message came up from the Vice Chancellor, apologising for intervening on his behalf against Senator Renning attack.

Donnoc didn’t mind in the least, enjoying the camaraderie of having allies, even if it only seemed to be from Bill to Bill in this place.

He typed, Hey, no worries. Always glad for the help. Don’ and sent it on its way.

Then standing, he proceeded to fire a volley back to the Senator.

Senator Renning, please. You are talking so much guano today, you should donate some to the Skydome Botanical Gardens. Make good fertiliser.

Donnoc bowed stiffly for effect, and sat back down. Looking back, he could see Gwen running a hand scanner over a bowl of fruit she had acquired from somewhere.

Azervado's eyes narrowed on the lepi. "Regardless of what research says sir, it is a common fact that if this new hyperlane is built it will draw merchants and traders away from other hyperlanes, thus 'robbing' those worlds of credits to increase others. I'm not saying it's bad to want to find ways to increase your planets economy, but not at the expense of others, especially when many of thos others are members of our NEW REPUBLIC!"

Jarath sipped lightly on his tea, then stopped to rub his temples. The words were beginning to blur together again. The last round of discussion with his science advisor had clarified a number of things, and he was making real progress. But models for the attenuation of tumor suppressor gene activity was still a fairly dry subject. One that he need a break from. As if some divine force understood that, he happened to tune in to the still-running debate on the Tapani Trade Route just in time to hear Senator Renning's latest speech. He smiled mischeviously and activated his own microphone.

"Regardless of what the research says? Regardless of what it says? You accuse us of being weak on facts, and then you easily dismiss them when they happen to disagree with you? Is there any more clear example of your decidedly fantasy-based orientation? Facts don't matter to you, only what you decide to make up? Fellow Senators, this is incredible.

"But let's put that aside for a moment, and consider your objection. It's worth pointing out that in the short run, most all economic expansion comes at the cost of someone else's success, if only because household have a finite amount of funds to spend. The creation of every new trade route has led to the decline of alternative routes as each became more popular and convenient. Do you think we should abolish the idea of trade routes altogether? Millennia ago, would you have voted to ban the use of mechanically powered vehicles for fear that it would damage the business of those who sold domesticated animals as forms of transportation? Should we ban machines, since they are taking away hard jobs in manual labor from sentients?

"Friends, I think we have a clear image of what at least one faction of the opposition to this bill is. They are anti-peace, anti-progress, and, most unfortunate of all, anti-facts. I trust you all will take the appropriate course of action," Jarath finished. By now grinning broadly, he turned his attention back to the datapads in front of him. Hopefully the mood would buoy him through the methods sections of the metanalyses, at least.

With Renning effectively out of the game, Traer took a moment to check his mail. Hey, no worries. Always glad for the help. Don’ The Vice Chancellor smiled, triumphantly, and spoke to the Naboo Senator specifically.

"That's an odd series of statements, I must say, Senator. Specifically, that your belittlement of this battlegroup has turned into a wide littany against the NRDF. I'm fairly sure they're capable enough to sort out smugglers, and to track down illegal groups. The NRDF does it quite well on the Run and Perlemian quite well, after all, no?"

The Vice Chancellor leaned forward. "And any comments about my payroll are novel ones. There is no gain for me to fight with Senators I consider comrades. I'm elected by popular vote, y'know. I don't get on with the leaders of my home planet. Point of fact, a few have tried to kill me in the past." Traer smirked at the holocam droid as it looped around, angling for a better shot. That'd have a few news services rolling. He was adept enough to acknowledge that a murder attempt or two was all the more interesting than a new galactic road, which it essentially was. He'd effectively mitigated most ot the backlash Abregado-Rae and Naboo could raise against him.

"My point is, Senator, that the NRDF has the power to do it's job. It's not my preference to micromanage to Admiral Sovv. You?"

Shea was insulted by what Senator Natal had just said. He stood up to speak, hopefully for the last time. The debating seemed to be going no where and Shea was quite tired of it. Using his trademark emotionless manner, he first addressed Senator Donnoc, "Senator Donnoc, your species must surely be an illeterate one. Maybe I should read a line from the report, not from the Berlian Group, but from the Republic Department of Hyperspace Transportation: While new economies will be stimulated, it will come at the expense of worlds located both before and after Druckenwell on the Correlian Run. The Berlian Group only conducted a study on a few planets, but shouldn't be clear that those same results will be widespread? Or maybe Lepi are devoid of the ability to reason as well."

Shea then turned to Senator Natal, "And you Senator Natal, anti-peace, anti-progress, and, most unfortunate of all, anti-facts? I am not any of those. In fact, I think those in support of this bill are the only ones that are anti-facts, as you all have repeatedly contradicted yourselves on the motives of the hutts, and on how the battle group will operate. If you don't believe me, go back and look over the holo records later, because I'm not going to repeat myself again. As for being anti-peace and anti-progress, you shouldn't be painting the opposition like that Senator. And perhaps the support for this bill should stop with the facade of trying to improve galactic relations with the Hutts. This bill is nothing more than a blatant attempt to improve a few select worlds while trying to destroy others."

"Don't call me anti-peace and anti-progress Seantor Natal, I have stated repeatedly that I will support the Hutt's introduction into the Republic. But their entry would have to be conditional."

Senator Natal said something quite interesting that Tak just had to comment on.

"I'll say there is. Your fantasy that your battlegroup will be able to magically stop all the smugglers. That's a whopper, Senator Natal - the biggest one that got away.

"Now I'll fill you in on a few details on why Azervado is correct. Number one, you and the VIce Chancellor have spoken about the legal businessmen of Hutt space alot. There is some small measure of accuracy in what you speak. Right now Hutt business is mostly illegal, but there are some good points to it. Corellia and other systems in the general area receive the majority of legal business from Hutt space. With this new hyperlane, gentlemen, you will encourage the legitimate businesses to concentrate in the Core worlds as well, making the Core wealthier at the expense of the Mid Rim. Worlds like Kamino.

"As well, the systems you've ignored in designing, building and maintaining your ineffective battle fleet will suffer as the work becomes centralized.

"The Core stands to see big profits from this hyperlane, and a big increase in crime, but the Mid and Outer Rim worlds - a substantial number of them - will actually be worse off than before because a good deal of their business will filter back to the Core which is already quite wealthy. All those from the mid and outer rims should think very carefully before voting on this."

Nava turned away. She had already come to her choice, and she was not going to waste any more of her voice on these long-leggs. They saw only credits hovered in their faces.

With a sigh, she turned and began speaking to Pol, this time in basic, so that Shawn could hear as well.

"We have several bills we need to go back to Xagobah for, and drum up some support. We need to start sending messages back home, to see how they will react to new proposals, before we go. Hopefully, my FAN has finished his temper tantrum, and with luck, has moved on to another."

Nava shrugged her shoulders.

"I need to catch up with two Senators first, before we go anyplace, however." Nvaa stated. With a sigh, Nava rubbed her eyes again.

There was a disturbing buzz in the chamber. One that, regrettably, pulled him away from his work. Or, more problematically, left him ever more engrossed in it. He watched the holocams, then let his gaze settle on the communications panel. Like the men flanking him, he half-expected to receive a call shortly. Fortunately, they no one seemed to be watching things live, or else they hadn't anticipated the reaction to his comments any more than he had. He could fill the lag time with some damage control, or at least give himself a legitimate excuse not to pick up. When the floor was quiet again, he arose to speak.

Looking down at his notes, and speaking in careful, measured tones, he said, "A point of clarification, my fellow Senators. I did not mean to imply that all opposition to this bill is irrational--that is clearly not the case. The comments were instead directed only at the alarmist and irrational faction of the opposition led by the representative from Anaxes. In point of fact, I have deep respect and appreciation for the nuanced criticisms issued by the Senator of Kamino, and find his concerns entirely valid. I am also encouraged by the apparent broader commitment of the body to redress the issue of their economic development in the post Clone War Era."

He paused a moment to clear his throat. Glanced back to his aides. It was time to make the pivot, and test the waters. "However," he restarted, "it is my firm conviction that the current discussion only gives surface treatment to the true issues facing Kamino in particular and the Outer Rim more broadly. I believe that the most powerful new growth will come from utilizing new developments in science and technology, to allow for the emergence of new markets and products. By broadening our human and technological capital, and pursuing practical applications of scholarly and research advancement, the Outer Rim will be well-positioned to flourish. Given the sentiments all of you have expressed, I look forward to working with you on these issues in the future, and anticipate progress in achieving the economic uplift of all sectors of the New Republic. I thank you for your time."
