Noting a lull in the speeches, Donnoc decided he should be seen by his masters back home to be supporting the Bill, and by the rest of the galaxy to be actively participating.

Standing, he prepared to lie his choob off.

"There have been some impassioned speeches in favour of this Bill, and I would like to add my own voice to that number. Coachelle is behind this resolution, one hundred percent. A hundred and ten percent, even. Yes, I know we have maths teachers the galaxy over reaching for their hypercomms to tell me that you cannot have over a hundred percent; yes, I know. That extra ten percent represents one of our colonies, so there!"

The lepi sat down, genuinely surprised that he had managed to stretch the distasteful speech to... to..., he started counting digits.

Seventy-six words, Senator.” Gwen supplied from the next chair, having the recognition of at least one type of his body language under her belt.

"Why thank you. What would I do without you?"

I really don't know, Senator, but I'm sure a calculator would be involved."

As Nava sat, she noticed that the chambers seemed quiet...empty to her. Or perhaps it was because Pol was not with her. She gave a soft sigh, after sitting down. She was missing him already.

The speeches were lackluster this time around, and Nava was glad when Shawn spoke up. "Still no word on our pirate friends," Shawn said quietly as Nava finished her speech and sat down. "The flashbang device was a fairly unique design, but constructed from run-of-the-mill parts. They're still trying to trace the serial numbers - we should know more soon."

Nava nodded, and then leaned forward, activating the pod's privacy screen. She looked over towards Shawn, her ears drooped slightly.

"These pirates strange. If they same, like those who interrupted race last year, they should be hiding, yes? But these...not like normal. Not like I complain..." Nava gave a slight smile, before she sighed again.

"I miss Pol." she blurted out. "But, him need do stuff, before I go there. Just want make sure pirates not following me there, either." Nava shrugged her shoulders. "If knew, what they were after maybe, Credits?, scaring? revenge? it would help. But they random.." Nava frowned, bringing her hand to her chin, as she tried to reason it out.

She gave a small snort. "Hope this vote over soon." she added, as she leaned on the side of the pod, trying to refocus on what was going on below.

OOC: i'm going to be dropping this game. i've been reminded why i've stayed out of anything political by this game, which is in no way a slight against it. the fact that it did that only says how well done it is.

Location: The Senate Chamber

From within the Chamber, a low-toned gong chimed. If any of the new Senators were confused as to its meaning, inside their handbook of Senate protocol, present at each podium, they would find:

Voting On Bills: After the set amount of time has passed on the discussion of a resolution, a single gong chimes to mark the end of debate. Afterwards, a repulsorscreen lowers into the center of the chamber, on which the results for the vote will be displayed. Each seating area has a voting station present on it. Senators are to insert their ID card into the slot until the green light above the slot turns on. This means the station is active. Senators are then allowed to press three buttons. The red button corresponds to voting nay on the bill. The green button corresponds to voting yay on the bill. The yellow button corresponds to a neutral vote of abstain. Every Senator’s vote shall be catalogued within the Congressional Record.”

Then, as the packet said, a floating four-sided repulsor screen floated down into the middle of the chamber and began to rotate so that all the Senators could see it. On it was the following words:

Senate Voting Session Initiated
Resolution: S.R. #6 - The Republic Food Sharing Program Creation Act

Yays: 0
Nays: 0
Abstains: 0

TIME REMAINING: 05 hrs: 00 mins

And with that, the system was ready to accept input.

GM’s Overture: Same story folks. This period will end the day in-game. After voting, Senators can spend the rest of their day doing whatever they want. Out of game, this period will last until Wednesday (4/30) Evening Pacific Time. This is the last bill in this legislative session. After the 30th, this game will switch to out-of-session mode planned for a month's time. I reserve the right to shorten this period if the game starts to lag. Although more details about this next session will be put up in the post on the 30th, not only will my standard to-do list be up for the month, but also the game will be loading up the rule expansion pack to make the next legislation period easier and more interesting.

You may be called back to Coruscant for a special one-bill discussion session to make this happen. Just depends on how diabolical I feel. wink

Nava was quite happy to see that the bill had seemed to go thru with little to no objections. Hopefully, the vote would stay that way as well. She had never been so happy to hear those chimes before in her life. There were other issues that needed taking care of now.

Nava reached over, and slid her card. She then quickly voted YAY, and then pushed the button for her vote. That being taken care of, she gestured to Shawn.

"Let us leave. There is much to do, before we leave. Session is over for now." With a half smile, Nava exited her pod. She did hope Senator Tak would be fine. She wondered about that one. With a sigh, she turned, and headed for her shuttle. She would let Shawn pilot it this time. Nava was pulling out a datapad, and typing away Perhaps she could reach the other senator before she left, but if not, she would leave messages, and hopefully, be back in time. Nava followed Shawn into the speeder, and headed back for their quarters.

The chimes sounded. Tak snorted and nearly fell over; he had fallen asleep. Stretching, he looked out at the Senate floor to find the voting had started. "How did the speeches go?" he asked his droid through a yawn.

"Statement: As boring and pointless as normal, Master. Observation: Though there was less chattering of meatbags on this occasion."

Sliding his datacard into the slot, the three buttons flashed on. Tak almost hit the wrong button, but managed to punch Yay.

That done, he grabbed his flask from the floor and took another pull. "Mmmm the sweet, sweet nectar," he said as it burned his stomach and made him wince.

"Statement: You humans and your malfunctioning logic processors." HL slowly turned his head from side to side.

"Let's just go back to the apartment and play some more Earth Wars: Knights of the New Republic. Oh, and we need to stop off and get some more to drink."

The day of the decision had arrived. If this bill passed, then his political career would experience a much-needed boost. If it failed, he would be forced to resort to drastic measures to keep it afloat. A risky gamble, but a necessary one. At least this time there was no doubt as to whether he'd vote for the bill or not. As he had done several times before, and had become something of a habit, he inserted his ID card into the slot and tapped the green button that would signal his obvious vote of YAY.

There, it was done. With luck, the rest of the senate would see things as the people of Druckenwell did and vote it through. Until then, he had meetings to arrange, and a plan to put into motion. Yes, the elections for the position of Chancellor, they were approaching quickly. He would either have to take the title himself, or at least manage to swing the vote in favor of one who saw things as he did. A difficult task, but possible, given the nature of a political being.

Senator Natal keyed in his NAY vote without much comment. He only hoped that the letter he'd composed to his colleagues, and sent a few hours before the end of the debate period, would have its intended effect. Given how quite the chamber was today, he'd gambled that this was the best way to reach people. Before leaving for the day, he reviewed the letter one last time:

"Fellow Senators:

"While your hearts are all in the right place, this bill is demonstrably wrong for the future of the Republic. Senator Kree’s defense is quite instructive, because her focus was almost entirely on temporary, one-time crises. She twice mentioned plagues wiping out one season worth of crops, rendering people unable to feed themselves. By contrast, this bill creates a standing list of worlds’ to receive free food donations until such time as they are removed from the list. The criteria for removal is “development to the level where it can adequately feed its population, as determined by the oversight committee.” So then, while the major defenses of this bill are for short term crises, the actual substance of this bill is decidedly about long-term situations. Allow me to expound on why this difference is critical.

"A long-term crisis is likely to be shaped by long-term fundamentals, like the planet’s ecology, or its location relative to major trade routes. Because they are fundamental, they are unlikely to change, and can therefore be taken into account by responsible planners. If we can expect planners to take that into account, we should also hold them responsible for the choices they make. To demonstrate my point, allow me to use the example of Kessel. It is a barren, inhospitable, and dangerous world. Yet, it is the only place that gives access to highly profitable natural glitterstim spice. This fact has been obvious to the governing authorities of the world for centuries. In continuing to develop the world, they have chosen not to invest in terra-forming, but in spice mining. They made a specific decision not to pursue food security, but to pursue a profitable venture in mining, just as my world has made the opposite decision. They made the calculation that the profits they brought in from mining could cover their expenses for food. Do I fault them for natural disasters? No. But I do fault them if they were to now claim, as this bill does, that because they made this conscious decision, they are somehow more deserving of government aid than are others. Similarly, consider Ilum, the source of famed “Adegan crystals.” This is a good market that helps them lock up a lot of business with the Jedi, yet to do so they have to settle on an icy world. Or again, as I mentioned in my earlier remarks, Bespin, whose food production is about on par with a space station, but in return reaps the profits of lucrative tibanna gas sales.

"In no case were these governments fooled or taken by surprise. These decisions were deliberate and intentional, with predictable consequences. If they are taking exclusive rights to the benefits of those decisions, they ought also take exclusive responsibilities for its negative aspects. Just as desert worlds have to make clear investment in water resources for the survival of their people, and world’s without atmospheres have to ensure there is air to breath, so do planets with low food production on a long-term basis have to ensure that they invest enough to get people the food they need. Until I see a bill demanding Tatooine receive unlimited free water shipments from Mon Calamari, I’d tend to find this hypocritical. On a broader note, though, it is irresponsibly contrary to the entire logic of governance. Every world has its own unique setbacks, and it’s the job of a successful government to figure out good ways to work around it. Sometimes that means heavy investment, and putting a lot of money into something that’s basic for survival. But it’s fundamentally unfair to ask other governments in the Republic to make the investments that not even local governments are willing to.

"In summary, there is a stark difference between a short-term food shortage and a long-term food supplement plan. The former can be handled best by one-time bilateral agreements between planets were enough food is shipped to meet the needs of that specific, unforeseen crisis. Nubia openly supports and participates in such agreements. By contrast, the latter is what this bill erroneously tries to redress. Since such long-term inequities are predictable, they are only truly addressed by reprioritizing local budgets and development. This falls entirely within the normal duties of a government, and is not something we should take responsibility for. This final point is most especially true when you combine the severe economic impact on agriworlds with the lack of a provision to throw worlds’ off the list. If you guarantee them free food forever, they will have no reason ever to invest in food production, since the only way they can get removed from the list is to become self-sufficient. While this bill expresses a noble sentiment, its particulars are too radically wrong for anyone to responsibly endorse.

Shea didn't voice his opinion on SR6, otherwise known as the Republic Food Sharing Program. Personally he was opposed to it. The Republic Food Sharing Program would be a costly and ineffective way of promoting a planet to support itself. The only way, as Shea saw it, to get a planet to suppot itself is to reward planets that have agriculture. With this bill, planets will have no incentive to develop agriculturally.

But Shea had a problem. According to the polls, seventy percent of the citizens of Kamino were in favor of this bill. With the ban on cloning, Kamino's economy was sore, and the only agriculture came in the form of fish. Everything else was growing to be too expensive. The Republic Food Sharing Program would probably be good for Kamino, until the ban on cloning can be lifted, and Kamino's economy stimulated again.

This vote came down to a competition between Shea's personal beliefs and the needs of his planet. He knew that this bill was most likely going to pass, just judging by the amount of support shown during the debate. He decided that his vote was not needed to make this bill pass. Sliding his card, Shea pushed the Abstain button and left the Senate Chamber.

The representative for Coachelle had read the letter from the Nubian senator, and felt empathy with the opinion given within – he especially liked the part about water supplies from Calamari to Tatooine.
That was a nice touch.

“Gwen,” he said, as the voting chime went off, and the four sided what-sit descended from the vaulted ceiling.

Senator?

“Go and meet your lieutenant. He’s to have you home before I get back to the ship, mind.”

She ran off without a word, leaving a little sonic boom behind her that made him wince.

He disinterestedly prepped his voting card while his console ran through its self-test, then, thoroughly against his own opinions, voted Woohoo! (YAY).

Then we shut down the pod, exited, and followed the subtle, but colourful guide lines in the walls round to where the Nubian senator’s pod was.

Rapping on the open hatch to announce himself, he waved at Jarath Natal.

“Hey, me old Chakroot. I agree with you on this one. You wanna get something to drink?” He put up a paw to forestall the Nubian’s first protest; “And before you ask, I’m not after a free engine.”

“Hey, Ni.” He greeted the gangly Kamino’s shoulders as he ambled past. His HexBox prowess during the night, with the OSTES workers had completely evaporated any animosity he felt towards the alien over the insult to his species. “How do you feel about going for a pint or two? Maybe dinner. My shout.”

Ardinn had nothing more to say, since it was voting time. He hit YAY, and proceeded to sit back down, and await the results. Ardinn was satisfied with his argument, regardless if it was weak or not. He knew he got his message across, a message he realized other Senators were already following. He looked around the chambers, looking for nothing in particular, but seemingly admiring being a Senator. He, so far, enjoyed his job, and would hope that his votes would be for the better in the long run. Ardinn got up, and headed for the refresher, to relax for a few minutes.

Torco didn't have to say anything for this bill, there was hardly any opposition to the bill. The little there was, was killed by the statements of the other senators. This bill seemed to go bye fast, before he new it the screen was descending into the center of the chamber and rotating.

Torco put his card into the slot and hit the YAY button. Since there was nothing left to do Torco ,left the chamber and just stood outside the hallway.

Nava was quiet for the most part on the way back to their quarters. She reached over and turned on the radio, listening to the holo-net news. Nothing of real revelance seemed to be on at the moment. Good. She thought about Pol, and hopped his trip had gone smoothly.

Once they were back, they head for their quarters. Nava let Shawn do his normal scans before she walked in. It was so lonely and quiet with Pol not around. She gave a small sigh, as she moved to her room to change clothes. It didnt take her long to get back into normal clothing once more. There was so much to do before she headed for Xagobah. And there was still the ugly business of the Pirates.

As Nava stepped back out into the main area, she thought of something. She did have some friends in the racing circuit, still waiting for the races to restart. Maybe they could talk to someone, some bookies or something maybe. Perhaps they knew what this was all about. Nava walked over to a computer terminal, and keyed in a series of addresses. Most were phony, but they would send her message to the person she intended it for. She simply typed in two words.

{Gotta meet}

Nava then explained her actions to Shawn, while she fixed herself a drink. It was nearly an hour, before she got a response.

{Meet at The Dead Zone} it gave a time.

Nava looked over towards Shawn.

"Feel like slumming?" she asked with a toothy grin.

Nava had a few hours to kill, so she spent them working on some paperwork, before they would head out.

“Looks like you fellows do some serious work,” Alderman Nyassi said as the procession of uniformed painters entered with bundles of drop cloth. Maybe she hadn’t needed to take the morning off for this, after all.

“That’s what you paid for, Ma’am,” one of them—the foreman, apparently—replied. About the same time, he started digging through his pack for something.

She flashed her best, most practiced smile then, entirely belying the argument she and her husband had just had the night before. “Oh, I don’t mind paying for quality,” she beamed, “And it’s especially nice to help out an independent contractors. I’ve got real respect for what you guy’s do.” A real moment of pleasure broke though just then, as she offered her thumbprint to sign off on the order. The genuine smile was both at the prospect of her remodeled mansion, and the dividends her new alliance with the youngest Natal was paying. Who would’ve guessed?

When the datapad chimed with approval, the foreman smiled himself, and chuckled. “No Ma’am,” he started, “You don’t seem to understand. Whether you want to or not, ultimately everybody works for PharmCorp.”

The rest of the workers had spread out around the foyer, but hadn’t really gone anywhere besides. Beneath the drop cloths, Nyassi could make out the barrel of a blaster. One of them pulled the trigger.

The dazzling Nubian sunlight blinded him as he entered. It was a gentle reminder that even ham-fisted attempts at intimidation could be effective. Not until the aide sat down did the raptor-like silhouette of Mheri come into focus. This morning, as always, he looked like a vulture. The meticulously tailored black suit and white button-down was fine enough to make him look almost otherworldly. At the moment, the only thing visible outside of that studied piece of chiaroscuro was his head, complete with predatory eyes, beakish nose, and grossly wrinkled, pinkish skin.

“This is going to be a long morning,” the old man enunciated carefully. “Apparently, there are some personal issues at the capital that I need to go deal with.” There was a pause there, for one of his subdued, but still withering glares. “I’m getting on in my years. Travel is hard on me.”

“Sir,” he muttered, and found himself staring at his feet.

“But then, I’m always happy to be an example of just how much hard work success requires, so long as the neophytes learn their lesson.”

That, in particular, stung, after the twelve years of work it had taken him to make it this far up the hierarchy. But he knew just as well as anyone that if the thing on Coruscant wasn’t resolved quickly, the old man would think nothing of poaching him. It made his stomach roil, outwardly because there was little he could do about this, and subconsciously because these sort of moments raised deep questions about his career choice. Questions he’d learned to ignore; or wanted to, anyway.

“Go get the shuttle ready,” Mheri snapped. The aide didn’t need any more prompting to scuttle away from the vulture’s nest.




Coruscant
Senate Chambers


The mood was subdued in the Nubian Senate pod. It wasn’t so much remarkable for what it was, as what it wasn’t. The brief shuffling of papers, the short bursts of whispered conversation, the carefully paralleled tracking of punditry and actual vote tallies, all of it was carried out with a studied, perfunctory touch. It was the quiet efficiency of a team that had been political insiders for too long, worn and molded by the system. That was markedly not the team of a freshman representative that had proved himself an all star, of a major voice in the previous two debates, of someone planning aggressive new policy initiatives. In that light, the whole thing was kind of forlorn.

Chief among them was the Senator himself, Jarath Natal. He’d been staring impassively into the half-empty Senate Chambers for some time now. He thought of the earlier missive that he’d had his aides release to the press, and the most recent one, that he hadn’t. Rolling over the brief text in his head, it was clear to him he never would:

“To: The Office of the Chancellor
From: Jarath Natal, Nubia

I’ve carried water for this administration more than once in my brief time here. I’ve spent all my political capital helping to push through legislation for no other reason than the Party wanted it. I’d hope someone could return the favor, instead of hanging me out to dry. You might also consider, if I don’t survive this, how many vocal advocates the Conservatives will have left.

~Jarath”


At least he’d stopped expecting the phone call, though. He was preparing for visitors, now. He’d had enough foresight to send out the invitations himself, as a face-saving maneuver. It would take a good bit more political acumen to salvage the situation, but right now he was focused on buying time. The time that would come by keeping the company off him, that would come with a veto that would send this bill back to the floor, that would come with a new wave of promises he’d have to make to his colleagues. So he stood like the oblivious little boy, jamming his finger in the dam, and trying to ignore the building torrent on the other side.

Presently, another Senator approached. Wanted to make amends after the vote, and share a drink. There was never a time Jarath would’ve felt more contempt for such a notion. But politics, if anything, was all about appearance, as he was coming to learn. There might be benefit to this, not the least of which being a chance to meet with the Kaminoan further.

Spinning around jovially, Jarath said, “Sure, sure, Donnoc. Let me just pack up here, and I’ll be right behind you.”
