That was done with a lever editor along with the bumpers set up to automatically launch mario to his max speed.

Someone went and modded Super Mario Bros to incorporate Chuck Norris into the game. Just one simple tweak and all of the sudden you're able to destroy the background and wield a shotgun.
This website has its information wrong.
The Nintendo Entertainment System (NES) had a graphics chip that can only handle 8-bits of data at one time. The NES graphics chip is so limited, that the original Mega Man graphic was 2-bit, although there were separate sprites for his face to give him an additional three-color palette. Five colors total, since black was shared between the palettes.
This video features a high color Chuck Norris graphic and Mode 7 special effects that are impossible on the NES (but possible on the Super Nintendo Entertainment System, SNES).
Judging from the opening of this movie, this is actually a fan made PC game, not a modified Super Mario Brothers.
