Did she have that segmenting on the cartoon? I don't remember it- but it's certainly not an iconic element of Baroness's design. When I think of the Baroness, I think of the hair, glasses, accent and a black leather suit. The movie design seems to preserve that.
I mean, of all the things to complain about, that seems, very, very low on the importance scale. Duke's change from armygarb-colored clothes to a black armored body suit (albeit I'm assuming he only wears that during missions) that you point to as a more expected change, strikes me as a far more radical departure from the character's design than any missing detail about the Baroness's design.

With all the posts about the Baroness, I feel it is time to post a piece of trivia: she was invented by Marvel Comics! Yes, Marvel Comics G.I.Joe writers decided to give cobra a female intel officer to counter Scarlet in issue #1. Hasbro liked the character and look so much that they made the figure.
Oh, and in issue #1, she isn't wearing armor. To be fair, she's disguised as a reporter.
Do with that information whatever you will.

Snake Eyes wore a navy blue uniform and didn't have gloves in the cartoon, Daina's outfit consisted of a Jackie Kennedy-esque pink fur coat and white fur pillbox hat, and Baroness originally appeared in a blue jumpsuit with yellow trim and green sunglasses. I don't think we want to go there as far as costume references are concerned.

It's an essential element of an iconic design. Without the armour and the glasses it's just another pseudo-dominatrix costume.

Again, the change in Duke's appearance makes a certain amount of sense, (no armour to armour) where Baroness (armour to no armour) does not.

QFT. There is also the fact, revealed by the producer the other day, that the characters will be wearing several different outfits. So Duke's khaki and Baroness' segments may still be in the offing.

Maybe not, but while GI Joe has a heavy comics background, I think it's fair to say more people will be remembering (and thus comparing the movie designs to) the cartoon versions, so as long as a character's design matches up close enough to that, I don't think too many people are really going to notice the difference.

Maybe not, but while more people might remember the cartoon, the movie appears to be raiding the comics for inspiration.
Furthermore, as far as the cartoon goes, the most that Baroness's customary garb has in common with the movie version is that both outfits are primarily black.
