You can make a cartoon mesh in all 3d software, however it is the shading attributes that come in most handy when rendering such a mesh. I know that Maya and 3D Max have special tools for creating Cartoon shaders and renders. Probably C4D also has tools for those things and some other software packages also...

Just check the websites of the packages and see what you want to spend on buying the software.
