The tragedy, the dramatics - it's a masterpiece. It's one of the few movies where I cried at the end, and I'm not someone who cries much and cries easily.
Just think how everything went to hell because of a decision of one man and because of some sick, twisted, bizarre chain of events!

In my oppinion the two saddest moments of the entire saga happen in ROTS.
Order 66: It's just tragic to see the Jedi, the greatest fictional symbol of everything that is good, pure and noble, are betrayed and destroyed by one of the most despicable men in the history of fiction ( to Lucas and MacDiarmid).

The "So this is how democracy dies, with thunderous applause" scene. It is so sad that it almost hurts to think about how Padme, Bail and Mon Mothma (even though we only see her in the cut scenes) must feel at that moment. Everything that they have worked their entire life on is being destroyed and p****d on right in front of their eyes and there is not a single thing they can do to stop it. Padme must feel like Palpatine, the man she trusted, just stabbed her in the back with a white hot knife and twisted it a dozen times. Even I felt saddened as well as sick by how willingly the senate gave up their freedom because of a lie (or many lies) and in some cases because they valued a large bank account more than freedom and democracy.

3.ROTS
4.ROTJ
5.AOTC
6.TPM
ROTS and ROTJ frequently switch places on that list, though.
Also:

This moment resonates with me, too. Unfortunately because it's so reminiscent of things that have happened in the real world recently.
