I used to have a contact at the UK publishers and I understand that they agonised for years on whether to commission a translation of Congo. It is undoubtedly racist, it is also quite gruesome in places. Congo is a historical curiosity and is, apparently, quite popular in Congo, but it is not a book I would give to children. What I find annoying about these kinds of articles is that they don't tell the whole story. Herge changed his views dramatically as he grew up and wrote several scenes where Tintin stands up to racist bullies - most notably in The Blue Lotus, Prisoners of the Sun, the Red Sea Sharks and The Castifiore Emerald (where even Haddock gets enraged by prejudice against gypsies). Herge never fully shrugged off the limited, stereotyped view of other races that his upbringing gave him, as his well-meaning but distinctly off-key representation of Africans in his anti-slave trade book The Red Sea Sharks shows. But Herge made sure that Tintin himself had a more refined moral sense than his author!

Yes, he grows ever more sympathetic as he continues. Congo is distinctly racist and Soviets is pretty off too. But then there's that scene in Blue Lotus (I think) where Tintin and Chang discuss their respective prejudices; Herge is certainly making his points there.

And finally I think Chang is the emotional center of the entire series; his entry into the series in that Blue Lotus duo sort of marks that the series is going to start actually being great as opposed to just good or even mediocre. And Tintin in Tibet is certainly the most mature of the books in emotional terms. No one could think that Herge saw Chang as anything less than a real breathing person, not a stereotype. Of course, if I recall correctly, Chang was based on a real life friend of Herge's, so there you go.

Just like the Looney Tunes cartoons, il should be understood that this book is a product of its time. It's impossible to deny that colonialism took place in Africa.

In the early 30's, there was no TV, no Internet. The newspapers were the only way to get information, and it took time for it to get to Europe from Africa. Hergé knew nothing about Congo, but what people were saying about it in the streets. He just draw the things he heard. Then again, if he could have had a choice, Tintin would have never gone to Congo: it was his boss Abbey Wallez who forced him to try to interest the young people to become colonialists. Hergé had no choice. Wallez was fired from his position as head manager of Le Vingtième siècle Newspaper shortly after Tintin in America was published, and from there, everything changed for Hergé.
