Neither Clooney nor Depp have blue eyes, which is kinda a prerequisite.

And they are all too tall.

Tempermentally Depp and DiCaprio;

Clooney and Depp are actually not-bad singers (Based on "O Brother" and "Sweeney Todd")

Clooney could probably do the suave best, but he lacks a hard edge.

Depp and DiCaprio could probably act it the best.

Clooney didn't actually sing in O Brother; he was dubbed.

I really don't think any of them can really bring Sinatra to life.
