I just read that recently the Air Force "combat tested" the F-22 Raptor by sending 5 F-15's against one Raptor. The Raptor shot down all five (in simulation of course) without ever being seen by any of the F-15's. Considering the F-15 is reguarded a one of the best fighters in the world, it is incredible to think what the F-22 is capable of.

Probably not, and even then, killing five F-15s without even being detected speaks of just how scary the Raptor is. It doesn't matter what you're carrying if you can't see the other guy.

But I heard that the F22 isn't cost effective. And what about the F35? Isn't that the replacement of the F22?

Nah, it's a replacement for the Harrier, if it ever goes into service that is.

Shooting down 5 top of the line fighters without being detected certainly equals cost effective.
The F-35 is the replacement for a whole bunch of different planes, including:
F-16 (Air Force)
Harrier (Marines/British Royal Navy)
Early F/A-18s (US Navy/Marines)
At one point it was going to replace the A-10, too. But now that seems unlikely.

But that depends on what you are comparing.
Sure, from a strict initial-cost standpoint, the F-22 is much more costly than the older F-15.
However, by the time the contract is completed in 2014, the overall costs will be nearly identical.
For example, by using integrated systems, the F-22 uses 40% fewer moving parts that the F-15.
The F-22 will also be able to complete 9 sorties before standard maintance is required, compared to 5 sorties for the F-15.
So, by comparing long term fixed costs, the F-22 is quite cost effective.
And this doesn't even account for its increased capability and superior performance.

Even if it is essentially a Cold War leftover, I think it's a necessary leftover that must be put into mass production if the USAF wishes to remain in control of the skies for the next two decades, at least.
How's the AC-130 replacement program going along?

What the Air Force really needs is lots of new transport planes to replace the aging ones we have now as well as beef up the force now that the military needs to be more mobile in many different areas.

Which is what they're doing, AFAIK. And we generally don't use AF transport cept for in-theatre stuff.

Just for clarification, the F-22 is the replacement for the F-15, the F-35 is the replacement for the F-16, A-10, and the harrier.
