Well sure but you have to factor in the improvements everyone got after 9/11 with the CT fundings - AFP, Customs, DIAC, DFAT, Defence, AGDs, & DOTARS are all part of the "Whole of Government" response package and we're all getting improved funds/training etc to be able to set a regional standard.
So basically, all the shortcomings of the agencies - even the unmentioned ones that fall under DFAT and AGD portfolios - have been reduced.

I'm sure the AFP will get better at this sort of thing as more cases like Haneef arise - this is all pretty new stuff in practice. Sure they train, but as we know, all the training in the world doesn't prepare you for the real thing. Plus, I believe the AFP got some dodgy advice from the British authorities which didn;t help matters.

There were a few aspects of this case that made it look like it was completely bungled, when in actual fact it was probably a good test of the system and a good outcome as well.
The intel received from British police was incorrect.
The AFP were new to having an investigation so public.
Kevin Andrews is an arse.
I think there was enough evidence for Andrews to revoke his visa. Having read through the conditions of my own, it's actually possible to get kicked out of the country for a lot less. The "good character" defense covers a lot of ground!
The one aspect of the case I found troubling was when the judge decided to grant bail and a few hours later Andrews revoked his visa meaning his was essentially in limbo. I think the government needs to look closer as to what the outcomes in this situation lead to and improve them.

Turns out the Indian police have kept a dossier on the good Doctor which has implicated an AQ link...

The 'dossier' appears to have been created after the AFP investigation inbto Haneeef became public - even the journalist from Dateline who actually received the dossier from the Indian authorities was gracious enough on TV last night to admit that the document was most likely created following the televised reports on Haneef.
I think the 'dossier' is a dead end and is nothing but unsubstantiated speculation. If further evidence against Haneef is to be uncovered it will be the AFP who uncovers it by further investigation of bank records and internet communications.
