Okay, I was curious to know, since I'd like to try a different method "hologramming" to use Photoshop's halftone pattern to simulate the lines of a hologram, is it possible to somehow just get the effect of the hologram lines to be able to lay it over the subject or person?

Preferably anyone who knows someone about Final Cut's interface- I forgot to mention that.

Well, I'm not sure of Final Cut's abilities to interact with Adobe filetypes, but you could either work with the file as an Adobe filmstrip and just apply the effect to every fram, or (I'm not even sure if photoshop can apply effects to movies), just apply the effect to your whole shot, then mask the portions of it out in Final Cut that you do NOT want the hologram effect to appear on.

However, all of this may have no ability to work at all, though.

yes, adobe photoshop can import filmstrips. I would reccomend using batch processing on the filmstrips, much easier and you let the computer do it
