When Luke and Vader first arrive on the Death Star 2, Palpatine removes Luke's binders, saying that he no longer needs them.
So what did he need the binders for?

The Imperials he surrendered to probably put them on him. They probably don't know that he is a Jedi Knight.

Stormtroopers probably put them on him when they took him on the shuttle from Endor.

    Most likely standard procedure.

I always thought it was the Emperor demonstrating to Luke that he was not afraid of his Jedi skills at all, and that he (the Emperor) was in charge of the situation.

I imagine the Stormtroopers put on the binders as a precaution and as standard procedure because he was a prisoner. The Emperor was just doing it to toy with him.

    Good posting Swanton.

The Emporer made a point to say what he did to prove his superiority. To show he had nothing to fear from Luke.

Besides, in my opinion Palpatine wants Luke to fight Vader and freeing his hands makes that easier. So it has a practical dimension as well, though I agree the main point was to show who's in charge.

I agree with Swanton, and those who agreed with him.

Imperial Officers and Storm Troopers kept him shackled to protect themselves from the prisoner, to stop him escaping (despite the fact he turned himself in) and to make him easier to control. Whereas Palpatine felt himself to be that much more powerful than Luke that he posed no threat, especially with Vader by his side.

    =D= Swanton.
    An intelligent, insightful response.

Now, if only other 05er's thought about what they were going to say before they spoke.
    The world wonders.
