I'd say that it ought to be taken at face value without much over-thinking the issue.

A "family friendly" environment would seem to mean:

An environment that is "not hostile" to the sensibilities of the "basic unit in traditional society generally consisting of two parents of rearing their own or adopted children or any of various social units differing from but regarded as equivalent to the traditional family."

 

Building on Genghis's definition, I think it means not offensive to the values of a family unit in the western world that's around the middle of the political spectrum. Basically, it's an attempt at a compromise solution to best suit the interests of a huge demographic.

I just wanted a frame of refrence as to what this means. It's thrown around so much but everyone seems to have such a different take.
