Took me a while to figure out...

    1. Take your orig. footage and duplicate it. on this new "top" layer animate a mask over the actor so it matches his/her movements. Put the mask a little bit on the inside of the body, not right on the edge. then do a mask feather to make it fit later.

    2.go effect>render>4color gradient.

3.change color 1 and 2 to white. change color 3
    and 4 to black.

    4. set the gradients transfer mode to screen

    5. manuver the color points so that white will be your brightest light, and black will be normal. the hands, face ect should be white.

    6. Set the gradients opacity, this setting will be the brightness of your strobe.

    7. now go effect>stylize>strobe lite.

8.change the strobe setting to Makes Layer transparent.

9.set the strobe operator to screen.

    10. set strobe duration to 0.05

    11. set strobe period to 0.10

    12. set random to 5%

if that was hard to follow at all... Here is a screen shot of the settings. NOTE the mask has not been animated or matched yet.
