After Effects can do this, can't it?

Its very similar to something I have planned. My question is about the x-wing engine glows.
The fellow who did the video had to keyframe the engines....but isn't there a way AE can track the movement of the model's engines and scale down the size of the engine glow to match as the model moves away?
