Senate Are states responsible for their drivers

Are states that license drivers and their vehicles responsible for the vehicles when traveling in other states? For example a state has inspections regulations that require a vehicle to inspected for safety every year like NY and VA. States that don't include New Mexico, Maryland, Florida and others. Are those states that don't require safety inspections responsible for the vehicles from their states that may or may not pass another states inspection? For example If a Maryland vehicle has a suspension part break and causes an accident in the state of Virginia, is the State of Maryland responsible for the accident because they didn't enact safety standards? In other words the accident was preventable had the vehicle had a regular state mandated inspection.

If the owner of the vehicle in Maryland had been in Virginia, they would have been required to repair any broken or worn parts that don't pass vehicle safety in order to drive in the state of Virginia. Instead Maryland doesn't care and allows its drivers to run unsafe vehicles to other states.
