After seeing this picture I don't think Palpatine is evil.

 

You don't find it evil that he is killing defenseless flowers so the butterflys will have no food and die of starvation, which in turn will destroy the food system of bugs and seeds that the birdies need to survive?

He is destroying the entire foodchain of a planet! Is there nothing this malignant growth on the face of all that is good and decent won't do to spread his power of fear and terror across the universe?

Or maybe he just likes skipping through flowers. It all depends on your point of view.
