Who do you think is a better war mastermind out of the star wars saga. Tarkin or Grievous? Tarkin had the rebels running all over the galaxy. He also built and had the death star and was merely sec. from destroying the rebellion. On the other hand Grievous lead the driod army to many victories in the clone wars and single handly put together a plan to dive into the capital of the galaxy and capture palps and cripple the army in numbers.
I believe Grievous wins this round.

Well you have to understand that both of their roles in the civil war were alot different due to the empire restructuring that Palpatine did.

Both men were great masterminds in their own right.

While "General Grevous" was a better military "General" and had superior military strategies, "Governor Tarkin" fulfilled his role as more of a "Police" figure in keeping the systems following the laws of the empire and punishing those who didn't follow the rules.

Also keep in mind that the scale of "War" as it would be was also very different.

With Grevous war was scattered across the galaxy. Jedi and Clones could pop out anywhere, any time. and he did a great job at opposition.

With Tarkin War was isolated to a few groups of rebels in hiding, and the rest of the galaxy feared the empire's ability to destroy, Therefore more characters were willing to narc on rebels.

There are certain things that makes someone a great evil mastermind, Power to destroy (Tarkin), Lust for destruction (Grevous), Manipulation(Dooku), Mysteriousness (Maul), Belief in the "Means to an end" (doing what ever it takes to accomplish the objective) theory (Vader). Or you can just go with all of the above (Sidious).

Greivous' envasion of the cap city and kidnapping of Palp is not THAT impressive, considering Palp was the mastermind behind EVERYTHING anyway (whether greivous knew this or not). As Palp would say:"It was I who allowed" him to come and capture me...

Grievous attack on the cap. was insane. Yes Sidious is behind everything, but the Jedi, republic generals and army didnt know this, and grievous was able to swoop in with troops and take palp. (and remeber palps had to make everything look real! so if Grievous knew he was sidious or not it was still a extreme master plan.)
