    In the original screenplay of AOTC it was Padme who placed the coverings, though Shimi had made improvements over the years. However in the films completed form, it was Shimi who finished 3P0.

    In the Official novelization of AotC by R.A. Salvatore, it's written that Shmi Skywalker had given
    C-3P0 his grey coverings.

    She had hoped that one day Anakin would come back and finish 3P0 himself, but as he kept getting dust and sand in his body, Shmi put temporary plates on him herself.
