If GFFA ship tractor beam can pull skip harder than dovin basals can push themselves away, then yes. But tactical situations for this are quite rare. Remember that during Empire-NR war they didn't often try to catch fighters with tractor beam during combat.

 

there'd be no point... knowing the vong, they'd just destroy themselves if they thought they were going to be captured... and take the GFFA ship with them...
