Chi Eekway: Twi'lek or Pantoran?

Who is in charge of this?
How come you have a character be one thing and later on be another?

The Complete Star Wars Encyclopedia (2008) says she is a Twi'lek.

... and there is an Action Figure to prove it:

Now you have the Character Encyclopedia (2011) saying she's a Pantoran.

... and an Episode of the animated series The clone wars, showing she is the daughter of Papanoida.

So, which book is correct? I'd hate to think that "The Complete Star Wars Encyclopedia" is wrong and therefore unreliable.
Who made the mistake?
I'm looking forward to hear GLs explanation of this, hahaha!

Is there any explanation of why the change was made?
What happens to "The Complete Star Wars Encyclopedia" and the Action Figure?

How do you explain this to kids. Especially those who have seen or have the action figure.

The owner of the 2011 character book is a kid, who saw my action figure and was confused to see the lekkus on Eekway's head (because he knows what a Twi'lek is) After his question I showed him my encyclopedia book, where it says she is a twi'lek, and then he showed me his book, where it said she was a pantoran. Imagine my surprise face.

So, how does one explain this to a kid... without burying Lucas.

 

Lucas changed his mind (a quite frequent occurrence when it comes to TCW: one character has died onscreen when he already died in a previously-released unrelated book set years after the show). More recent information (particularly from Lucas) overrides older information. Such is the way of canon.

In a similar case, Baron Papanoida was officially listed as a Wroonian before the Pantorans were created.
