    Does anyone know where I can find the third issue of Jedi Council: Acts of War or Emissaries of Malastare? Either so I can order it or so I can read it online.

    try ebay or check online stores like TFAW or mile high comics.

    Or, go to a bookstore and see if they have the TPB on the shelf and read the pages of the issue your missing.

    Better to get the TPBs, you get them all.

    I don't collect single issues at a time. Ebay might have them. TFAW don't always have complete issue sets in stock.
