Did Anakin actually fulfill the prophecy as The One?

Qui-Gon Jinn is emphatic that Anakin is the one "who will bring balance to the force." Other Jedi are leary but ultimately are bullied into allowing him to be trained...so was he wrong?

During the beginning of the PT the Jedi are in firm control of Galaxy. There are only two Sith and hundreds (thousands?) of Jedi. By any measurement it is unbalanced but towards the Jedi. Darth Sidious and Vader then systematically cut down the Jedi until there are only...two left. Two Jedi and Two Sith. Seems balanced to me .
