I'm not saying that he is a Sith Lord but he might have had malicious intents in calling for emergency powers for Palpatine. Or was he just straight up incompetent.

Incompetent. And weak minded, like much of the Senate.

Remember that ten years ago, his planet was invaded by the Federation and caused a lot of mayhem and chaos. Jar Jar was quite aware of how dire the situation was now and because of his friendship with Obi-wan and Padme, he felt it was necessary to step up and help in the only way possible.

Plus the Gungans, with their Grand Army, are not nearly as pacifistic as Padme was at the start of TPM. Jar Jar may have been much less opposed to the proposed Republic Army at the start of AOTC than Padme was - seeing her as naive, and taking the opportunity to put forward his view now he's holding the Naboo vote in the Senate.

    good point

To be honest I never really liked the Naboo. They seemed too politi-nerds for my tastes. Especially the governor when he "stood up" to Viceroy Gunray.
Gunray gloats over having occupied the Naboo and the governor just says "this is a democracy - the people will decide"...Ooh yeah, way to be gangsta *sarcasm*
Forget that, its time to be a guerilla and take back your planet fool! LOL

No, Jar Jar hadn‘t malicious intentions. The whole sequence of the emergency powers shows why the proverb of the good intentions and the road to the hell is true. Jar Jar had good intentions. He made a promise: to represent not only Naboo, but Padme Amidala. ‘If only senator Amidala was here‘ was the moment when the trap was closed around him. There was a crisis and few wise men told to Jar Jar the way to resolve it and also that it would be a very brave act. What should Jar Jar do? Trusts his instincts as a wiser man once told to his friend, but unfortunately that wise man was gone. Jar Jar was alone, out of the paradise of green grass and water, in the lifeless artificial buildings of Coruscant where instead of grass there is politics and instead of water there are intrigues. Jar Jar is not in his place there, although he is trying to do the best he can. Yes, Jar Jar was cheated to play the role of the useful idiot, a difference from TPM where he played the role of the clumsy weird hero. But AOTC is the bridge between TPM (the world of innocence) and ROTS (the dark beginning of the Empire). There is still light, but the first traces of the darkness appear exactly here and one of them is this sequence.

Jar Jar didn't have malicious intentions. He was simply naive and easily manipulated, just like Padme was in Episode I when she heeded Palpatine's advice to depose Valorum and install a "strong" Chancellor in his place. Jar Jar's actions in Episode II are in fact a pretty blatant mirror of Padme's actions in Episode I, which makes it all the more understandable for Jar Jar to think he was doing what she would have done if she were there.

Still hoping, that Episode VIII will reveal Snoke to be Jar Jar though... ;)

This is interesting point of view. Yes, there are such similarities, but I think there are some crucial differences. The biggest one is that Padme made her move in a act of desperation, almost spontaneously during her speech in the Senate when she saw that she cannot do anything else. But when this move was discussed in her apartment, she wasn't very convinced that she must do that. But Jar Jar made his decision before the Senate session , ironically thinking that he is doing good for Padme also, so he wasn't pushed by the last minute desperation. Bu i agree that symbolically is shown that innocence is tricked to play the game of the corrupted: in the case of Jar Jar of course, with harder consequences.

Yes. He was planning his 30th birthday party and intended to order the clones to make sure that all the Senators showed up - with fun and/or delicious gifts.

Why? Have you payed attention to the movie? Considering the events that have happened and the impending threat and respective consequences, his actions were actually very logical.

Jar Jar wanted to help his friends, so that's why he helped create the army. If you buy into the Sith Lord theory, he did it as a power ploy and manipulated Palpatine.

A theory about Jar Jar being the true Sith lord, manipulating all events and actors from behind the scenes, right down to Palpatine's actions. It ties in with the Jar Jar equals Snoke theory too.

There's guite a bit out there if you google it, and it is quite convincing despite the obvious implausibility and ridiculousness of the whole concept.

A joke theory, in which Jar Jar is really a powerful Sith Lord, playing the fool, but secretly pulling the strings, even Palpatine's.

Believe it or not, though, some people take it seriously. Especially after Ahmed Best jokingly "confirmed" it.

    That's an oxymoron.

A dumb meme made by people who hate Jar Jar to make him "more tolerable" is the best way to sum it up.

"But what senator would have the courage to propose such a radical amendment?"

Jar Jar did what he knew was "radical". The manipulations of Palpatine already from 10 years before were adjusted according to the situation. By the time of AOTC, it was only a well known Senator, who had her planet attacked, who now is the member if the Loyalist committee to keep the Republic as one, had to be the one who could call for an army to protect the Republic. It is has to be radical, and the move to pass in the Senate would be Padme (loyalist). Jar Jar stepped up to the plate . Padme: "take my place in the Senate....great deal to do".
