I'm not sure. Members of the Jedi Council train padawans off and on when they're not discussing issues with the Jedi Council.

That's how he got on the council. To be officially a Jedi Master, you must have trained an apprentice to knighthood. Windu did, therefore eligible to be on the council. Ki-Adi Mundi was the only non-master on the council. If you're wondering why Obi-Wan was called "master Kenobi", it is merely a title given when addressing him.

Mace Windu trained Depa Billapa, one of the other members of the Council.

During Episode I he was training Kit Fisto, but in Episode II he did not have a Padawan.

Where did you hear that KenKenobi? I never herd that. Also, Ki-Adi-Mundi was a Master at the time on AOTC, between TPM and AOTC he had trained a padawan and granted the rank of Master. He was the only Knight on the council during Ep1.

I doubt he does during AOTC. Where did you hear about Kit being his?
