Droids: 'Absolute Loyalty' and 'Devotion Circuits'

    There is a thing that has always bugged me:

    We know that droids' tendency to develop quirky, independent personalities if they go for a long time without a memory wipe is a real problem.

    However, it's possible to create droids that have stuff like 'absolute loyalty' (BGD Bodyguard Droid), 'devotion circuits' (TDL Nanny Droid) or even perfect devotion to a family line (Tac-Spec Footman)
    .
    So, the question is, if that is possible, why isn't it implemented in every droid? I know it could maybe be impossible for droids that serve large groups of people or institutions (doctors, pilots, astromech droids...etc.), but, what about secretaries, chaffeurs, nurses, personal pilots, personal doctors...etc.?

    And even droids who serve many people could be programmed with loyalty to an institution or code instead of a person (for example, a medical droid programmed with perfect loyalty to the Hippocratic Oath and unbreakable devotion to all its patients...

    Has an explanation ever been given?
