Episode Novels - Selection of Author?

    As you are well aware, The Phantom Meance novel was written by Terry Brooks, while the Attack of the Clones novelization was written by R.A. Salvatore. This made me wonder how George Lucas or Lucas Books, decides whom will receive writings privleges on the prequel screenplay novel adaptations. I assume it is based on former writing credentials with somewhat of a biding processes involved, much like a construction company bids on development jobs? Help me out here my literary minds. ;)
