    As far as the Jedi were concerned, Maul could have easily been the Sith senior. He was killed by a Jedi Padawan, but he did kill a Jedi Master, one who was on par with Yoda or Mace Windu, so it's not implausible that he could have had a student.

    I think Yoda meant that Anakin is unstable, that he could betray the Sith just like he did the Jedi

    Yoda and the others aren't sure who died on Naboo and who might be still alive. Dooku answers the question when he talks about Sidious to Obi-wan, who laters questions if Dooku was the senior Sith all along. Yoda points out that he had not turned and it would've been impossible for him to have done so. Yoda realizes now that Palpatine is Sidious that not only is he the Master, but also could very well be worse than Maul or Dooku were. Especially since Dooku had to bow down to him, after spending almost forty years as a Jedi Master.

    Yoda has a lot of insight. Perhaps he was telling Palpatine that Vader is the Chosen One and that perhaps it's his destiny to destroy the Sith no matter what. So therefore, Palpatine's confidence in Vader is misplaced. He just doesn't know it.
