    I'm pretty sure if Cad Bane could breach the Holocron vault, Palpatine would have no worries in getting into it.

    Yes, but there was also the possibility that he couldn't.

    "Rise of the Old Masters" reveals that the Inquisitotor had access to the "Temple records" so it seems that the library and vault may still be intact for Luke to access.
